If you need non-emergency services of a District of Columbia agency, the first thing to do is call or report the issue via 311.
How to report an issue via 311 – Reporting an issue is as easy as calling 311 on your phone. You can also submit an issue via text, online or there is an easy to use app for iPhone and Android:
- Report a 311 issue online: https://311.dc.gov/
- To report an issue via text, just send a text message to 32311 (DC311) and you will be asked a series of questions to define the issue.
- To download the DC311 app for either iPhone or Android

Our Ward 5 Constituent Services Fund
The mission of the “Our Ward 5 Constituent Services Fund” is to support Ward 5 residents in dealing with emergencies, community-building activities, group events, and other outreach activities. Our constituent services staff reviews each request.
Contributions can be made by check to Councilmember McDuffie’s Our Ward 5 Constituent Services Fund. The maximum contribution is $500 per individual each calendar year.
